The Department of Budget and Management Regional Office (DBM RO) IV-A conducted its Full-Time Delivery Unit (FDU) meeting and training/workshop on the preparation and encoding of Budget Execution Documents (BEDs) for SUCs atthe Cavite State University (CVSU) InternationalConvention Center, Indang, Cavite on November 16-17,2022.

The two-day activity was participated in by the presidents, vice-president, accountants, budget officers, and planning officers of Batangas State University (BTSU), CVSU, Laguna State Polytechnic University (LSPU), Southern Luzon State University (SLSU), and University of Rizal System (URS).

The activity aimed to track and monitor the agency’s implementation of projects and programs, assess its financial compliance, and strengthen the collaboration between DBM RO IV-A and SUCs as partner agencies to ensure full budget utilization and efficient use of government resources.

President Hernando D. Robles of CVSU graced the event and warmly welcomed the participants. In his welcoming message, he urged the participants toactively participate in the activity and to produce quality outputs after the training.

Meanwhile, DBM RO IV-A Regional Director Nympha R. Manalastas presided over the meeting, asassisted by April M. Clor, Supervising Budget and Management Specialist; Rodom Jeel S. Gerona, Senior Budget and Management Specialist; NylFranz V. Manalili, and Julie M. Fernandez, Budget and Management Specialist II.

The FDU meeting started with the presentation ofthe latest DBM-issued guidelines and was followed by an open forum. Ms. Fernandez and Mr. Geronalater discussed the Circular Letter No. 2022-14, Guidelines for the Preparation and Submission of the Annual Budget Execution Plans covering the Fiscal Year (FY) 2023 Budget and Thereafter.

They also highlighted the importance of submitting correct and complete Budget Execution Documents (BEDS), which will serve as a basis for timely release of funds, conduct of early procurement activities, and timely implementation of programs and projects. Each SUC raised their issues and concerns, which were accordingly addressed with suggestions and recommendations by the technical staff.

The session was concluded by the actual encodingof their BEDs for FY 2023 in the Unified Reporting System (URS). The SUCs were also reminded to ensure correctness of inputs, as access to the URS will be closed up on clicking the “submit” status.
