The implementation of the 4th tranche of salary adjustments this year would have had its funding sourced from the full-year appropriations of the 2019 National Budget in accordance with Executive Order (EO) No. 201 (Modifying the Salary Schedule for Civilian Government Personnel and Authorizing the Grant of Additional Benefits for Both Civilian and Military and Uniformed Personnel) if it was passed in the previous year.

 

However, given current developments constraining the endorsement of the Enrolled Bill by Congress, the Department of Budget and Management needed to prepare a contingency plan to meet the funding requirements of the salary adjustments.

 

Should the impasse continue further with the delayed passage of the 2019 National Budget, the Department of Budget and Management has recommended the amendment of EO No. 201 to the Office of the President.

 

This amendment will authorize government agencies to utilize available appropriations under the re-enacted budget in the meantime to meet the funding requirements of the salary adjustments, subject to existing budgeting, accounting, and auditing rules and regulations.

 

With this measure, the long overdue compensation hike that our public servants have been looking forward to can finally be granted.

 

Nevertheless, the Department of Budget and Management still urges Congress to pass the 2019 National Budget as soon as possible to end the country’s fiscal uncertainty and deliver the infrastructure projects and social services that the Filipino people are counting on.
