On July 30, 2019, the Department of Budget and Management (DBM) released an amount of PhP27.7 billion for the payment of the one-year health insurance premiums of indigent families, families under the Bangsamoro Program, Payapa at Masaganang Pamayanan (PAMANA) Program, and point-of-service (POS) patients, broken down as follows:

Indigent families are those who have no visible means of income, or whose income is insufficient for family subsistence, as identified by the Department of Social Welfare and Development through the National Household Targeting System for Poverty Reduction. Meanwhile, POS patients are those non-Philhealth members assessed by the hospital/medical social worker as financially-incapable to pay for hospital care at the point of hospital admission. The POS program provides POS patients immediate entitlement to PhilHealth benefits.
The Bangsamoro Program covers the families from the Moro Islamic Liberation Front communities and their decommissioned combatants, while the PAMANA Program covers families of former combatants, such as the New People’s Army, Moro National Liberation Front, Revolutionary Proletarian Army, Cordillera People’s Liberation Army, and communities coming from areas affected by conflicts.1
