On September 16, 2019, the Department of Budget and Management (DBM) released PhP166.5 million to the Technical Education and Skills Development Authority-Central Office. The said amount shall cover the implementation of the Training for Work Scholarship Program (TWSP).

The TWSP is directed towards filling up the skills gaps and job requirements of priority industries and sectors with high employment demand, improving the reach of quality Technical Vocational Education and Training (TVET) to the grassroots and encouraging technical-vocational institutions to offer programs that cater to in-demand industry requirements.

The program was launched in May 2006 with funding from the Office of the President and mainstreamed in the regular budget in 2008. 

The TWSP qualifications and courses are focused on “Key Employment Generators” in the areas of: a) Agri-fishery/Agri-business/Agro-industrial; b) Tourism; c) Information Technology-Business Process Management; d) Semiconductor and Electronics; e) Automotive and Other Priority Manufacturing Industries; f) Logistics; and g) General Infrastructure and New and Emerging Sectors.
