SALARY HIKE ALERT
 
Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman signs National Budget Circular No. 597, which provides the guidelines, rules, and regulations for the second tranche of the salary increase for the civilian government workers.
 
Said Circular is issued in line with the implementation of the updated Salary Schedule for the Civilian Personnel pursuant to Executive Order (EO) No. 64, s. 2024, which was signed by President Ferdinand “Bongbong” R. Marcos, Jr. in August 2024.
 
"Sa pagpapatuloy po ng pangako ng ating Pangulo, ipatutupad po natin ngayong January 2025 ang pangalawang bahagi ng salary increase para sa ating mga kawani ng gobyerno. We hope that this second tranche will provide much-needed financial relief and allow our government workers to better support their families, invest in their futures, and enhance their overall quality of life," Sec. Mina said.
 
EO No. 64 states that the updated Salary Schedule shall be implemented in National Government Agencies in four (4) tranches, with the first beginning on January 1, 2024, the second on January 1, 2025, the third beginning on January 1, 2026, and the fourth and final tranche beginning on January 1, 2027.
 
This applies to all civilian government personnel, now existing or hereafter created in the Executive, Legislative, and Judicial Branches, the Constitutional Commissions and other Constitutional Offices, State Universities and Colleges, and Government-Owned and Controlled Corporations (GOCCs) not covered by Republic Act (RA) No. 10149  and EO No. 150, s. 2021, regardless of appointment status, whether regular, casual, or contractual; appointive or elective; and on a full-time or part-time basis.
 
Meanwhile, the Circular shall not apply to military and uniformed personnel; government agencies that are exempt from RA No. 6758; GOCCs under RA No. 10149 and EO No. 150; individuals engaged without employer-employee relationship and funded from non-Personnel Services appropriations/budgets, such as consultants and experts engaged for a limited period to perform specific activities or services with expected outputs, laborers engaged through job contracts (_pakyaw_) and those paid on piecework basis, student workers and apprentices, and those whose services are engaged through job orders, contracts of service, or others similarly situated.
 
The amounts required for the salary adjustment of the civilian government personnel in FY 2025 shall be charged against the Miscellaneous Personnel Benefits Fund and any available appropriations under the FY 2025 General Appropriations Act, subject to budgeting, accounting, and auditing rules and regulations.
 
For GOCCs covered by the Circular, the amounts shall be charged against their respective corporate operating budgets, as approved by the DBM.
 
Conversely, the DBM wishes to highlight that the guidelines applicable to local government units shall be covered by a separate Circular.

DBM Sec. Mina Pangandaman, nilagdaan ang Circular para sa 2nd tranche ng salary increase ng gov't workers
 
Nilagdaan ni Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman ang National Budget Circular No.597, na nagtatakda ng guidelines, rules at regulations para sa ikalawang tranche ng salary increase para sa mga civilian government workers.
 
Inisyu ang nasabing Circular na naaayon sa pagpapatupad ng updated Salary Schedule para sa mga Civilian Personnel alinsunod sa Executive Order (EO) Np. 64, s. 2024, na pinirmahan ni Pangulong Ferdinand "Bongbong" R. Marcos, Jr. noong Agosto 2024.
 
"Sa pagpapatuloy po ng pangako ng ating Pangulo, ipatutupad po natin ngayong January 2025 ang pangalawang bahagi ng salary increase para sa ating mga kawani ng gobyerno. We hope that this second tranche will provide much-needed financial relief and allow our government workers to better support their families, invest in their futures, and enhance their overall quality of life," pahayag ni Sec. Mina.
 
Nakasaad sa EO No. 64 na ang updated na Salary Schedule ay dapat ipatupad sa mga National Government Agencies sa apat (4) na tranches, kung saan ang unang tranche ay simula Enero 1, 2024, ang ikalawa sa Enero 1, 2025, ang ikatlo simula sa Enero 1, 2026 , at ang ikaapat at huling tranche ay magsisimula sa Enero 1, 2027.
 
Ang salary increase ay para sa lahat ng civilian government personnel, na umiiral o nilikha sa mga Sangay ng Ehekutibo, Lehislatibo, at Hudikatura, mga Constitutional Commission at iba pang Constitutional Offices,  State Universities and Colleges, at Government-Owned and Controlled Corporations (GOCCs), na hindi sakop ng Republic Act (RA) No. 10149  and EO No. 150, s. 2021, anuman ang status ng appointment, regular man, casual, o contractual, appointive o elective, at sa isang full-time o part-time basis.
 
Samantala, hindi naman saklaw ng Circular ang mga military at uniformed personnel; government agencies na exempted sa RA No. 6758; GOCCs sa ilalim ng  RA No. 10149 at EO No. 150; mga indibidwal na nagtatrabaho na walang employer-employee relationship at pinondohan ang posisyon mula sa non-Personnel Services appropriations/budgets, tulad ng mga consultant at expert na engaged sa loob ng limitadong panahon  para gawin ang mga specific activity o serbisyo na may expected outputs, mga manggagawa sa ilalim ng job contracts (_pakyaw_) at mga binabayaran sa ilalim ng piecework basis, student workers at apprentices, at mga nagseserbisyo sa pamamagitan ng job order, contract of service, or iba pang katulad na sitwasyon.
 
Ang halaga na kailangan para sa salary adjustment ng mga civilian government workers para sa FY 2025 ay kukunin mula sa Miscellaneous Personnel Benefits Fund at kahit anong available appropriations sa ilalim ng FY 2025 General Appropriations Act, na naayon sa budgeting, accounting, at auditing rules and regulations.
 
Para sa mga GOCC na sakop ng Circular, ang halaga ay manggagaling sa kani-kanilang corporate operating budgets na inaprubahan ng DBM.
 
Nais ding bigyang-diin ng DBM na ang guidelines para sa local government units ay saklaw naman ng isang hiwalay na Circular.
