Pangandaman pushes for National Government Rightsizing Program, proposes reclassification of unfilled positions in gov't agencies

As an integral tool in the effort to fill up vacant plantilla positions by Job Order and Contract of Service workers in the government, Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman reiterates the need to pass the National Government Rightsizing Program (NGRP) into law. The NGRP can lead to the reclassification of positions to fill up vacant posts in the government to ensure optimal use of manpower resources across the bureaucracy
 
The DBM, under the leadership of Secretary Mina, has been pushing for the passage of the proposed measure, which is part of the priority bills under the Common Legislative Agenda of the Legislative-Executive Development Advisory Council (LEDAC).
 
When asked about how to address the long-standing issue on unfilled positions in the government, Sec. Mina underscored that one way to resolve this is through the NGRP.
 
"The Rightsizing Program po will fix the long-standing issue on unfilled positions. Hindi lang po 'yan basta pagtanggal at pagsama-sama nung mga ahensya but at the same time, we wanted to also fix the positions, and then do reclassifications within departments and agencies across the national government," Secretary Mina said during the public hearing of the Senate Committee on Finance on the DBM's budget on 19 August 2024.
 
"We hope that the proposed bill will be passed into law this year. Ang overarching goal naman po dito ay magkaroon ng burukrasya na agile at responsive, Lalo na sa makabagong panahon. Ayaw naman po natin ng gobyerno na masyadong bloated tapos hindi naman po maganda ang serbisyo. Sayang ang pera ng taumbayan. We will do this by determining which among the government agencies may be streamlined, and which among them need to be strengthened," Secretary Mina said.
 
The NGRP promotes a lean, efficient, and responsive government workforce by streamlining the agency operations, rightsizing their organizational structure and workforce complement, improving interoperability in government agencies, and eliminating functions, programs, and projects that are redundant, overlapping, or no longer necessary.
 
She likewise proposes the reclassification of positions to fill up vacant posts in the government.
 
"Puwede po kami maglabas ng circular of sorts— the Civil Service [Commission] and DBM to really encourage – across the board po – lahat ng agency to already reclassify and fill up their positions," Secretary Mina said.
 
"Hindi po kasi lahat nagre-request. Depende po talaga sa priorities ng department and agency," she added.
 
To recall, according to Sec. Mina, the NGRP is one of the crucial measures that seek to promote operational efficiency and will successfully address underspending, together with the implementation of the New Government Procurement Act, digital transformation, and Cash Budgeting System, among others.

Pangandaman, itinulak ang National Government Rightsizing Program, iminungkahi ang reclassification ng mga bakanteng posisyon sa  mga ahensya ng gobyerno
 
Bilang mahalagang kasangkapan sa pagsisikap na punan ng mga manggagawang Job Order at Contract of Service ang mga bakanteng plantilla position sa gobyerno,  muling iginiit ni Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman ang pangangailangang maisabatas ang National Government Rightsizing Program (NGRP). Maaaring humantong ang NGRP sa reclassification ng mga posisyon upang punan ang mga bakanteng posisyon sa gobyerno nang matiyak ang pinakamainam na paggamit ng mga manpower resource sa buong burukrasya.
 
Itinutulak ng DBM, sa ilalim ng pamumuno  ni Secretary Mina, ang pagsasabatas ng panukala, na bahagi ng mga priority bills sa ilalim ng Common Legislative Agenda ng Legislative-Executive Development Advisory Council (LEDAC).
 
Nang tanungin kung paano matutugunan ang matagal nang isyu sa mga hindi napunan na posisyon sa gobyerno, binigyang-diin ni Sec. Mina na isang paraang upang malutas ito ay sa pamamagitan ng NGRP.

Itinataguyod ng NGRP ang isang lean, efficient, at responsive government workforce sa pamamagitan ng pagstreamline ng mga operasyon ng ahensya,  pagrightsize ng kanilang organizational structure at workforce complement, pagpapabuti ng interoperability sa mga ahensya ng gobyerno, at pag-aalis ng mga tungkulin, programa, at proyekto na inuulit,   overlapping, o hindi na kailangan.
 
Kanya ding iminungkahi ang reclassification ng mga posisyon upang punan ang mga bakanteng posisyon sa gobyerno.
