For the implementation of projects under the People’s Survival Fund (PSF) aimed at enhancing community resilience and sustainability, Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman has approved the release of a Notice of Cash Allocation (NCA) amounting to P579.312 million to the Department of Finance Bureau of the Treasury (DOF-BTR).
“Mitigating climate change is not just a policy directive but a personal advocacy for me. How can we safeguard our future if we neglect our environment?,” said the Budget Secretary.
“We are giving all the necessary aid for our LGUs to undertake projects crucial for enhancing resilience and sustainable development. Through the People’s Survival Fund, we empower local communities in the fight against the climate crisis,” she added.
Established through Republic Act No. 10174, the PSF provides long-term financing to local government units (LGUs) and accredited local or community organizations for climate change adaptation programs. The fund is instrumental in enhancing the country's adaptive capacities, ensuring sustainable development, and protecting vulnerable communities from the adverse impacts of climate change.
The allocation will fund six development grants, five full-scale projects, and extra support for two ongoing projects spread across the country, particularly in Northern and Eastern Samar, Mountain Province, Bukidnon, Isabela, Quezon, Province of Sarangani, and Agusan del Norte.
Among the focus areas is flood control. By building levees, floodgates, and drainage systems, the PSF helps prevent flooding, protecting both lives and property in vulnerable areas. In coastal regions, investments in building seawalls and other coastal defense structures are made, which are crucial for safeguarding communities from storm surges and coastal erosion.
The agricultural sector has also benefited from PSF support, particularly in developing climate-resilient crop varieties and sustainable farming practices for food security amid changing climate conditions.
Another key achievement of the PSF is enhancing early warning systems, allowing communities to respond quickly to natural disasters and reduce damage.
Also championed are environmental restoration projects such as reforestation and mangrove restoration, which contribute to carbon sequestration, biodiversity conservation, and coastal protection against storm surges and erosion.

Pagpapalakas sa ating climate resilience
Pangandaman, nagpalabas ng P579.312 milyon para sa Green Mitigation Projects
Upang maisagawa ang mga proyekto sa ilalim ng People’s Survival Fund (PSF) na layong pagbutihin ang resilience at sustainability ng mga komunidad, inaprubahan ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman ang pagpapalabas ng Notice of Cash Allocation (NCA) na nagkakahalaga ng P579.312 million sa Department of Finance Bureau of the Treasury (DOF-BTR).

Itinatag sa bisa ng Republic Act No. 10174, nagbibigay ang PSF ng long-term financing sa local government units (LGUs) at mga accredited na local o community organization para sa climate change adaptation programs. Mahalagang instrumento ang pondo para sa pagpapabuti ng kakayahan ng bansa na mag-adapt, magpanatili sa sustainable development, at maprotektahan ang mga vulnerable community mula sa masamang epekto ng climate change.
Popondohan ng alokasyon ang anim na development grants, limang full-scale projects, at extrang suporta para sa dalawang ongoing projects na nasa iba't ibang lugar sa bansa, gaya ng Northern at Eastern Samar, Mountain Province, Bukidnon, Isabela, Quezon, Province of Sarangani, at Agusan del Norte.
Isa sa mga focus areas ay ang flood control. Sa pamamagitan ng pagtatayo ng mga levee, floodgates, at drainage systems, nakatutulong ang PSF na pigilan ang pagbaha, na nagpoprotekta sa parehong buhay at mga ari-arian sa mga vulnerable area. Sa mga coastal region, ang pamumuhunan sa pagtatayo ng mga seawall at iba pang coastal defense structures ay isinasagawa na mahalaga upang mapangalagaan ang mga komunidad mula sa mga storm surge at pagguho ng lupa sa mga baybayin.
Nakinabang din ang agricultural sector mula sa suporta ng PSF, lalo na sa pagpapaunlad ng mga climate-resilient crop varieties at sustainable na pagsasanay sa pagsasaka para sa food security sa gitna ng nagbabagong kondisyon ng klima.
Isa pang key achievement ng PSF ay ang pagpapabuti ng early warning systems, na nagpapahintulot sa mga komunidad na tumugon nang mabilis sa mga natural disaster at mabawasan ang mga pinsala.
Isinusulong din nito ang mga environmental restoration projects tulad ng reforestation at mangrove restoration, na nakakapag-ambag sa carbon sequestration, biodiversity conservation, at coastal protection laban sa storm surge at erosion.
