During yesterday's hearings of the House Committee on Appropriations for the FY 2025 proposed national budget, Secretary Amenah "Mina" F. Pangandaman defended the allocation of confidential and intelligence funds (CIF) to the Office of the President. Addressing concerns raised by Representative Raoul Manuel of the Kabataan Partylist, she emphasized the critical role of the President in national security and foreign policy.
"He is the President, Commander-in-Chief, and the overall architect of national security and foreign policy in the Philippines,"* the Budget Secretary stated. *“These roles require substantial resources to ensure the President can make informed decisions and effectively lead the nation,” she added.
Secretary Pangandaman also clarified that the Office of the President's CIF has been consistent at P4.56 billion since 2022 highlighting the necessity of these funds for maintaining national security.
“The consistency in the CIF allocation reflects the ongoing need to support the President's mandate in overseeing national security and foreign policy. These funds are essential for addressing urgent security challenges, conducting critical intelligence operations, and implementing policies that protect our nation’s interests,” explained Secretary Pangandaman.
The CIF is crucial for the President to engage in high-level decision-making, manage crises, and ensure that the Philippines remains secure and resilient against internal and external threats. Without these funds, the President's ability to perform these duties effectively would be significantly hampered.
The CIF in the 2025 National Expenditure Program has decreased by 16 percent compared to the 2024 General Appropriations Act (GAA).

Pangandaman, dinepensahan ang confidential fund ng Office of the President:* _*‘He is the Commander-in-Chief, the Architect of National Security, Foreign Policy’
Sa mga pagdinig ng House Committee on Appropriations para sa FY 2025 proposed national budget kahapon, dinepensahan ni Secretary Amenah "Mina" F. Pangandaman ang paglalaan ng confidential at intelligence funds (CIF) sa Office of the President. Sa pagtugon sa mga alalahanin ni Representative Raoul Manuel ng Kabataan Partylist, kanyang binigyang-diin ang kritikal na papel ng Pangulo sa pambansang seguridad at foreign policy.

Nilinaw din ni Secretary Pangandaman na ang CIF ng Office of the President ay naging consistent sa P4.56 bilyon mula noong 2022, na binibigyang-diin ang pangangailangan ng mga pondong ito para sa pagpapanatili ng pambansang seguridad.

Napakahalaga ng CIF upang makasali ang Pangulo sa mga paggawa ng desisyon na high-level, sa pamamahala sa mga krisis, at sa pagtiyak na ang Pilipinas ay nananatiling ligtas at matatag laban sa panloob at panlabas na mga banta. Kung wala ang mga pondong ito, mahahadlangan ang kakayahan ng Pangulo na epektibong gampanan ang mga tungkuling ito.
Bumaba ang CIF ng 16 percent sa 2025 National Expenditure Program kung ikukumpara sa 2024 General Appropriations Act (GAA).
