Department of Budget and Management (DBM) Secretary Amenah "Mina" F. Pangandaman today noted the significant decrease in the confidential and intelligence funds (CIFs) in the proposed 2025 national budget as compared to its allocation in the 2024 General Appropriations Act (GAA).
 
Secretary Mina noted that the DBM approved a total of P10.29 billion (B) budget for CIFs, P4.37B of which has been allocated for Confidential Expenses and P5.92B for Intelligence Expenses.
 
In the 2024 GAA, the CIF was given around P12.38B allocation.
 
"Bumaba po ng 16% ang allocation para sa confidential and intelligence funds sa 2025 NEP kumpara sa alokasyon nito sa 2024 GAA," Sec. Mina said.
 
Secretary Pangandaman noted that the DBM received a total CIF budget proposal of P11.39 billion from various agencies, P5.22B of which is for the CF and P6.17B for the IF.
Sec. Pangandaman underscored that agencies are required to follow the guidelines on the use of the CIFs
 
The DBM officially turned-over the 2025 National Expenditure Program (NEP) to the House of Representatives in a simple ceremony on 29 July 2025.
