President Ferdinand R. Marcos Jr. announced in his third State of the Nation Address (SONA) the approval of the Department of Budget and Management’s (DBM) recommendation to increase the salaries of government employees.
The salary increase is on top of the expected medical allowance that government employees will receive as an additional benefit starting next year.
"Mayroon ding napipintong umento sa sweldo na makukuha nila sa apat na tranche. Naglaan na po tayo ng pondo para dito simula sa taong ito at sa mga susunod na taon," the President mentioned.
All tranches include corresponding salary rates for each salary grade and step increment. The Office of the President is set to issue an Executive Order detailing the said salary increase.
In preparation for this, the DBM, led by Secretary Amenah "Mina" F. Pangandaman, allocated ₱36 billion for Personnel Services expenditures under the FY 2024 General Appropriations Act (GAA). Additionally, a total of ₱70 billion has been allotted in the 2025 National Expenditure Program to ensure the implementation of the 1st and 2nd tranches of the salary increase.
“Our civil servants are the backbone of our nation, and it’s our priority to provide them with a fair and motivating compensation system," Secretary Mina said.
The salary increase for government workers is expected to benefit 165,007 sub-professionals; 1,170,647 professionals, such as teachers and lawyers; and 22,640 personnel in executive functions.
Prior to this, the DBM and the Governance Commission for GOCCs conducted a study to serve as a basis for improving the salaries and benefits of government employees toward achieving a competitive, financially sustainable, and equitable compensation system.
The study aimed at determining the government’s ability to compete with the private sector in providing appropriate compensation and benefits to workers. It also seeks to identify compensation strategies to bring government employees' salaries closer to current market rates.

Pagtaas ng sahod para sa mga empleyado ng gobyerno, aprubado na ni PBBM
Inanunsyo na ni Pangulong Ferdinand R. Marcos Jr. sa kanyang ikatlong State of the Nation Addres (SONA) ang pag-apruba sa rekomendasyon ng Department of Budget and Management (DBM) na taasan ang sahod ng mga empleyado ng gobyerno.
Ang salary increase ay bukod pa sa inanunsyong medical allowance na matatanggap rin ng mga kawani ng pamahalaan bilang karagdagang benepisyo simula sa susunod na taon.
"Mayroon ding napipintong umento sa sweldo na makukuha nila sa apat na tranche. Naglaan na po tayo ng pondo para dito simula sa taong ito at sa mga susunod na taon," saad ni Pangulong BBM.
Ang bawat tranche ay naglalaman ng kaakibat na salary rates para sa bawat salary grade at step increment. Nakatakdang magpalabas ang Office of the President ng kaukulang Executive Order na naglalaman ng detalye patungkol sa naturang salary increase.
Nauna nang naglaan ang DBM, sa pangunguna ni Secretary Amenah "Mina" F. Pangandaman, ng ₱36 bilyong piso para sa Personnel Services expenditures sa ilalim ng FY 2024 General Appropriations Act (GAA) upang matiyak ang kahandaan ng pagpapatupad ng salary increase. Naglaan din ng ₱70 bilyong pondo ang DBM sa 2025 National Expenditure Program upang masigurong maipatupad ang 1st and 2nd tranches ng salary increase.

Ang umento sa sahod ng mga manggagawa ng pamahalaan ay inaasahang mararamdaman ng 165,007 sub-professionals; 1,170,647 professionals, tulad ng mga guro at abogado; at 22,640 na nasa executive functions.
Nauna na rito, nagsagawa ang DBM at Governance Commission for GOCCs ng isang pag-aaral para maging batayan para sa pagpapabuti ng pasuweldo at benepisyo ng mga kawani ng pamahalaan tungo sa pagkakaroon ng competitive, financially sustainable, at equitable compensation.
Ang pag-aaral na ito ay para malaman ang kakayahan ng gobyerno na makipagsabayan sa pribadong sektor sa pagbibigay ng nararapat na kompensasyon at benepisyo sa mga manggagawa. Gayundin para malaman ang estratehiya sa kompensasyon upang mapalapit ang sahod ng mga kawani ng gobyerno sa kasalukuyang market rates.
