To the officials and staff present here, good morning.
During last week’s Budget Forum, Atty. Weng of the Legal Service gave a talk on the General and Special Provisions of the GAA, including items vetoed by the President. To help other Bureaus in the Department understand the application and relevance of these provisions during Budget Preparation, the Legal Service requested the conduct of this symposium.
And so here we are.
At this point, I would like to thank the Legal Service for organizing this activity. This a good follow-up to the Budget Forum talk, and a great opportunity for the Bureaus and the LS to level off with one another on how to work better together in the coming year.
Aside from discussing GAA provisions in light of budget preparation, the Legal Service will also consult the Bureau representatives present here on issues commonly brought up by the Bureaus with the Legal Service during budget execution. I expect a lively conversation between the Bureaus and the Legal Service on these issues.
I believe this Symposium is the first of its kind. Let’s see to its success by giving quality input the LS can use to further improve their delivery of legal support to our Bureaus. Remember what I said about positive and negative externality during the Budget Forum?
Today, we are setting a precedent for future years to come. Let’s all do our part in building a better, stronger, more collaborative Department.
